Helping Pu'an Black Tea Reach Further and Wider—A Profile of Luo Shaojiang, Guizhou Province’s “Reform Pioneer”

In 2017, during the critical phase of the county's decisive battle to eradicate poverty, he was appointed as the General Manager of Guizhou Zhengshantang Puan Black Tea Industry Co., Ltd. During his tenure, he leveraged the tea industry to drive rural revitalization: from 2017 to 2020, the company successfully onboarded 2,130 impoverished households (totaling 6,831 individuals) from 14 townships across the county as shareholders. Over these three years, the company invested a total of 5.08 million yuan in poverty alleviation initiatives, while distributing dividends and offering preferential returns to tea farmers, totaling 1.923 million yuan. He also placed quality at the heart of the company’s success, personally spearheading the development of the group standard for "Junmei Black Tea," which laid the foundation for Puan Black Tea’s renowned brand identity. Under his leadership, the company launched a series of innovative Puan Black Tea products that went on to win prestigious accolades, including the "Grand Gold Award" at the World Black Tea Selection Competition and the "Gold Award" at the China Tea Cup competition. Meanwhile, he strategically positioned the brand as a market leader, organizing and participating in over 500 promotional events over seven years—investing more than 6 million yuan in marketing efforts—and hosting exclusive tasting sessions in overseas cities such as Singapore, France, and Russia. Additionally, he established 10 flagship operational centers in first-tier cities like Beijing, Shanghai, and Nanjing (and even Singapore), along with building an extensive network of over 160 distribution outlets, effectively bringing Puan Black Tea to markets far beyond Guizhou province. The company’s premium teas have been showcased at major international events, including the Xiamen BRICS Summit and the SCO Summit, earning recognition as official gifts for state leaders, law enforcement agencies, and diplomatic missions. As a result, Puan Black Tea has earned its place among China’s most respected tea brands, earning a spot on Hurun China’s list of exemplary tea enterprises. Today, the brand is proudly ranked among the top 100 national tea companies and one of Guizhou’s 100 strongest local brands, with its market value soaring to an impressive 3.2 billion yuan. Driven by his unwavering dedication and numerous accolades, he has been honored as a Model Worker in Qianxinan Prefecture, recognized as one of Guizhou Province’s Most Beautiful Workers in its second edition, named among the Top 10 Innovative Talents in Guizhou’s tea industry for 2023, awarded the title of National Model Veteran, and honored again as a Model Worker in Guizhou Province—all testaments to his outstanding contributions to both the tea industry and rural development.






Luo Shaojiang has leveraged innovative tea beverages as a breakthrough, strengthening the tea industry's supply chain by tapping into growing raw-material demands. He’s also focused on enhancing the quality of summer and autumn teas, boosting company production capacity, and ultimately helping tea farmers increase their incomes. By leading his team to conduct thorough market research, collaborating with universities on product development, and recruiting top-tier talent, he’s successfully pioneering new growth opportunities. In March 2025, Luo led the Puanhong Group’s innovative tea beverage R&D team to clinch multiple prestigious awards in national tea drink competitions, effectively paving the way for "Puanhong" to capture a thriving position in the modern tea market. Meanwhile, in Nanjing, Puanhong has teamed up with Yumeihua to launch the dual-brand strategy, creating the "Puanhong Yumeihua" line.
He has always remained committed to building on tradition while embracing innovation as the driving force. Moving forward, he will continue leading the team to focus primarily on the nation’s first-ever "One Red, Two Leaves" 3.0 development model, with the "Pu'an Red" brand at its core, and uphold a hands-on, physical-store-based business approach. By the end of 2025, the company plans to open 50 to 100 new stores in Tier-1 and Tier-2 cities such as Beijing, Shanghai, Guangzhou, Shenzhen, and Guiyang.
